North Fort Myers, FL, July 29, 2026 – LCEC is pleased to announce the appointment of Charmaine Smith as Director Human Resources. Smith brings extensive leadership experience spanning the utility, technology, manufacturing, and global business sectors. Throughout her career, she has successfully led strategic initiatives that strengthen organizational culture, enhance employee engagement, and align workforce strategies with business objectives.
Most recently, Smith served as Director of Human Resources for Orlando Utilities Commission (OUC), where she oversaw compensation and benefits, employee relations, HR systems, and workforce strategy. In that role, she partnered with leaders across the organization to support talent development, operational excellence, and long-term workforce planning.
